Here the instrution

Watch back my early post if you don know how to open Control panel.

1. Click Control Panel - User account and family safty - User Accounts - Click Manage Account.(pic1)

2. Click Create a new account (pic2)

3. Put a name for you account then select what kind type you want to make limit account or admin account then click create account.(pic3)
